Abstract

The leader's power is significantly augmented by the ability to influence the political agenda. However, we know little about the factors leading leaders on the third world to pursue particular issues over others. In this analysis we examine the influences on the leader's emphasis of the three most important issues on the agenda. Using a poisson regression analysis of speeches over the period 1970-2010, we find that a number of different external and domestic factors affect the leader's emphasis on these important issues on the political agenda. We also establish subsequent research to compare the two periods, pre-2010 and post-2010, in the Libyan political system, and this is what will make this amount of accurate and solid information a cornerstone for future research in the field of the Libyan agenda and public policy development.
